Loxdox, Feb 23. : In the House of Commons the Address-in-Reply was adopted. Sir James Fergusson, Undersecretary for Foreign Affairs, in reply, denied that the Government had contracted a military or naval engagement with Italy, and also ridiculed the idea that any hostility was displayed by either nation to France. He expressed the opinion that the peace of Europe a( the present time was more assured than a year ago. He admitted there had been private parleying between England and the other Powers. Mr Gladstone said that the assurances given by Sir James wore satisfactory, and he was quite satisfied that Lord Salisbury’s foreign policy was generally sound. After discussion Mr Labouchere withdrew his motion, his object having been effected by the debate.
Lord Randolph Churchill, speaking at Oxford last night, said in his opinion granting Home Rule to Ireland would be a- desperate and insane policy. Referring to the European situation Lord Churchill said he feared they were on the brink of a groat rupture in the peace of Europe. In the House of Commons, Mr Rankin, M.P. for Leominster, intends to ask Government if they will convene a colonial conference to discuss the colonization scheme recently submitted to the Colonial Governments by the Colonial Office.
Italy, Spain and Switzerland will not be represented at the Melbourne Exhibition. The Manchester exhibitors are very backward in their preparations. There will be 300 French exhibitors. M. Berger, the Director of the Paris Exposition, has had an unofficial interview with Sir Graham Berry, in which lie stated that France does not care to exhibit at Melbourne unless Victoria will reciprocate and exhibit at Paris. Washington, Feb 23. President Cleveland, in a message to the Senato on the Fisheries Treaty, said that the settlement arrived at was a just and honorable one. Berlin, Fob 23. The latest bulletin issued respecting the Crown Prince of Germany states that ho is rather better. Yielding to the persuasion of Prince Bismarck, and owing to the latest bulletins reporting an improvement in tho health of the Crown Prince, the Emperoi has decided to abandon his proposed visit to San Romo for the present. Massowaii, Feb 23. Tho Italian troops who marched on Ghuida and Asmara, in tho early part of January, arrived at the former place only to find that it had been evacuated by the enemy. St Petersburg, Feb 23. It is stated here that the Powers are inclined to reply to tho Czar’s note in respect to tho Bulgarian question to the effect that the deposition of Prince Ferdinand, as suggested by Russia, would lead to fresh complications in tho future, whilst it would achieve no good result in the meantime. It is understood that the Russian troops on the frontier will be increased by 100,000 men in about a month. Rome, Feb 23. Italy is taking active measures to increase her army and militia in consequenco of the action of France in massing largo numbers of troops on the Italian frontier.
