Grevy, the ex-Prosident, has suffered an attack of apoplexy, but is now recovering. The Budget Committee recommend that the surtax on sugar be deferred till September. M. Tizard Minister of Finance, objects to this decision, alleging that the sugar refiners are pocketing seventy-one million francs yearly, and causing a deficit. Sofia, Jan 16. Russia is massing troops at Kiev | Odessa, and Kishinev, and other corps have been ordered to proceed further along the Austro-Hungar-ian and Roumanian frontiers. Berlin, Jan 16. Thero is feverish activity among the Russian troops in Poland, whore the Commissariat, Hospital, and railway staffs are making large additions to the plant and rolling stock. In many towns foreign merchants have boon ordered by Russian officials to close their premises and leave the country. Vienna, Jan 16. Frequent meetings of the Austrian Military Council have boon hold during the past few days. The alarmist feeling prevalent some time ago has been thus revived. The Bulgarian Press are distrustful of Germany.
