In the absence of Sir Saul Samuel, who has obtained six months’ leave, Sir Daniel Cooper will act as Agent-General for New South Wales. A t tho instance of Lord Harris, the Council lias decided to take action with a view of securing an amendment of tho “log before” rule in favor of bowlers. Paris, Dec 7.

Three hundred convicts have been embarked at La Rocbello, their destination being New Caledonia.

Congress opened to-day. The President’s message was confined to tariff and financial questions. The message urges Congress to tako immediate steps to reduco the prosent surplus, and suggests, as a most favorable method of doing so, the reduction or abolition of duties upon wool, and the imports upon raw material used in American manufacturing industries. Tho Shaw-Savill and Albion Company’s s.s. Coptic sailed for London this morning, her meat cargo being in good condition. Three per cent consuls remain at lOlf; 4 per cent Now Zealand loan maintains yesterday’s advanced quotation. The market rate of discount is 3f- per cent, and advance of and is now -} below the bank rate. Wool—tho tone of the markot continues firm.
