A Fresh instance of the extraordinary powers which are apparently Tested in Incensing Committees has just been affordod in Otago. In a certain district there, at tho triennial poll the ratepayers decided that no more licenses should b c issued. Notwithstanding this decision the Conuniitee this year granted a new license. The p'lico took the matter up. iii.d suimoncd tho licensee for slv-grog selling. He, of course, produced his licerse, and the polico produced tho result pf the poll. The court decided that they could not go beyond tho license—that was n sufficient authority, no matter how it was obtained or gvauted. There seems to be nothing to prevent any Licensing Committee entirely ignoring the result of tho ratepayers’ poll. Tho Lyttelton Times says that Mr Fronde's book, Orrana, appeared just be* fore tho Midland Railway Company was lion ted. The celebrated Standard article condemnirg New Zealand finance was published the very same morning as the affair wns announced. Luckily both the book and tho article were a few hours too late t o clo the delegates serious ham, but from after occurrences they have the strongest, reason to believo that had their publiccation taken place a few days before the L 250.000 was underwritten, the railway scheme w ould’nerer have been floated to this day. As it is, these two notable pieces of literature had theinost untoward effect upon the work. Mr. Froudo will havo to be muzzled very toon.
