MR BALFOUR'S SPEECH. '' GERMAN REPLY QUITE UNTRUE." "The Times" Service. LONDON, December 16. Lord Robert Cecil states that wha* Eurports to be a German reply to Mr alfour's statement in Parliament regarding a German peace overture _in September is quite untrue. Following tho lead of President Wilson* Britain has been continually endeavouring to discover what are Germany's war aims, and has repeatedly endeavoured to get this information by means of Ministerial speeches, but hitlierto unsuccessfully. It is, however, utterly untrue to suggest that any private inquiries have been addressed to the enemy with the knowledge of the British Government.
