CHRISTMAS MESSAGE.
KAISER AND RESPONSIBILITY FOR WAR. BERNE, December 16.
A telegram from Berlin states that the Kaiser, in a Christmas message to the German people, declares that he will make a final offer of peace..and its rejection will impose on Germany a enemies all responsibility for bloodshed in 1918.

Lord Robert Cecil states that wha* Eurports to be a German reply to Mr alfour's statement in Parliament regarding a German peace overture _in September is quite untrue. Following tho lead of President Wilson* Britain has been continually endeavouring to discover what are Germany's war aims, and has repeatedly endeavoured to get this information by means of Ministerial speeches, but hitlierto unsuccessfully. It is, however, utterly untrue to suggest that any private inquiries have been addressed to the enemy with the knowledge of the British Government.
