SPPJXC.S. The. Springs Comity Council met at Kpringstou on Tuesday; present—Messrs SI. P. Kyan (chairman). H. Pnnnett, I. Andrew, J. V\\ Kirae and C. Wolfe. In nccordar.ee with notice given nt tho previous meeting, Mr AYolfc moved that the amount required to make up the' county's quota to the Canterbury Patriotic Fund should b* collected by increasing- the general rale. The proposal was unanimously agreed to, and the majority of the members wore in favour of raising the amount in one year. The Rev W. B. Scott asked that some of the side roads should be improved for motorcvclc and side-car traffic, and that a waterrace in tho Springston riding should be bridged. It was decided, to have the roads graded as soon as practicable, and to ask •tho' Paparua County Council to bridge, the race mentioned'. Mr P. Tod was appointed clog registrar. The Citizens' Defence Corps forwarded a copy of a resolution rcro-nincnd-ing that Parliament should be called together and a Bill he brought down making conscription the law of the laud. , The totter was received. 1 The secretatv of the Tai Tapu Dairy Company forwarded", as requested at the previous mealing of the council, copies of the permits issued by the Paparua and HalsweU County Councils', giving the company permission, as requested by statute, to distribute electricity in tho counties mentioned. The Springs Council decided to issue a permit on the lines of the one issued by the Paparua Council. Statements of receipts snd expenditure in connection with the patriotic held nt Lake Ellesmere Domain on New Year's Day, and the effort made by the Springston riding of the county at the recent River Bank' Carnival held" in Christchurch, were placed before the council, and both were considered very satisfactory. The clerk and surveyor reported upon the works carried" out during the month, and stated that the amount outstanding in rates was i'326 7s 7d. The birds' heads and eggs purchased during (he month totalled 1173 dozen. It was decided to continue purchasing birds' heads and eggs until the .end of next month. The dog registration fees were fixsd the same as last year. On Mr Wolfe's motion it was decided to repair Hudson's load.

HALSWELL. The Halswell County Council met on Tuesday, all the members being present. jlr W. .Weir wrote, complaining of a clam placed in a Cashmere drain below his property. It was decided thai the dam should be removed. Mr A. Sparks wrote, asking to bs allowed to remove soil from Reserve Road. It was resolved that he should be informed he may take soil from Hillside Road. The Controller and Auditor-General forwarded the council's balance-sheet for the half-year ending September 30, 1915, certified as correct. The North Canterbury Recruiting Board wrote, asking the council to assist the beard. The letter was received. It was resolved that the clerk should report at next meeting on-the question of equalising the values of* the ridings of the county. Mr O'Neill's request to clean a ditch was not. granted. It was decided that 10 per cent should be added to all rates outstanding after January ,28. It was resolved that the council should take steps to promotu an art union for patriotic purposes.
