FORTIFICATIONS OF A HAWAIIAN HARBOUR. • AN OMINOUS DECLARATION. United Press Association—By Electric Telegraph—Copyright. Mr Taft, Secretary of War in the United States Government, urges the appropriation of an additional throe and and a half million dollars for fortifying Pear] Harbour, Hawaii. He declares that every reason exists for having the fortifications ready. (The Hawaiian Islands were formally •annexed by the United Statesman 1898, and in 1900 they were constituted a territory. In 1903 the Japanese constituted the largest section of the population, and during tho last few months every steamer from. Japan has brought great numbers of immigrants.)
