Gonstans, the French Ambassador at Constantinople, has severed relations with , Turkey, owing to the Sultan ’not fulfilling his promise to purchase the French quays at Constantinople. Another point at issue is the settlement of the claims of two French bankers for £BOO,OOO. The consensus of opinion in well-informed circles is that the Sultan will yield at the last moment. The price stipulated for the quays was forty-one million francs (£1,800,000). PARIS, August 22. . The cruiser Gas sard has started for Constantinople, and a division is ready to follow. ! PARIS, August 25. The French Government is withholding a full diplomatic rupture with Turkey, hoping that the Sultan will yield. A navai ■ division is ready to proceed to Cons t anti* nqpie.
