TO THE EDITOR. Sir, —In the interests of the ratepayers of Christchurch I ask you to publish a few

lines relative to the introduction of -what is known as the sealed pan system, which the Council are now harrassjng the ratepayers to pay for before they know what they are to receive for their money. It as no small matter either, as it will involve the ratepayers in an expenditure of some thousands of pounds. The City Council has never called to their aid any experts to assist them in adopting the best system. The present City Surveyor "can have no hand in it, ag it was before his time. As regards the particular sealed pan adopted, the' body of it is well enough, only a little on the small side, but the cover, should it happen to fit, is a jim-crack arrangement, which is quite a job to manipulate in the daylight. To tacklol't in the uark .will be a job for time and patience. The handling and collection of the system has so far been very crudely thought out, and if persisted in will entail a very heavy yearly expenditure. The ratepayers should resist any further action on this head until a committee of experts have reported on its numerous defects, and suggested methods of putting the system on a satisfactory basis. Amateurs have been playing too much with the ratepayers' momey already on this particular 'business.—l am, etc., RATEPAYER.
