BOROUGH COUNCILS.
KAIAPOI. A special meeting of the Kaiapoi- Borough Council was held on Tuesday evening to consider a notice of motion tabled by Councillor Hayman, striking a rate of Is 3d in the £ on all ratable property in the borough; present The Mayor, and Councillors Pearce, Hopkins, Daly, Doubleday, Eagle, Knight, and Hayman. Councillor Hayman moved that a rate of Is 3d in the £ should be struck for the borough for the ensuing year, remarking that this rate was absolutely necessary.' Councillor Daly seconded the motion._ Councillors Knight and Eagle moved and seconded an amendment that, the estimates should be referred back to the Finance Committee, with a recommendation that they should...prepare estimates on the basis of a shilling rate. The amendment wasi lost, and ' the motion '.'carried. Councillors Knight and Eagle .'asked that their names should be recorded against the motion.. Councillor Eagle said that, he believed some of his-con-stituents would take steps t» call a public extra rate b;ing.struck this year, eonsid-ei\:i;> thai the Council' were;'now ryceiv'nv: the reserve rents in advance, and that no li.tnfurly Street had to be made this year. Councillors Hayman.and Pearce were authorised to sign the rate roll, and the Council rose.
