BOROUGH COUNCILS

SYDENHAM. A meeting of the Sydenham Council was held last evening ; present—the Mayor and Councillors T. Cutler, R. Bell, B. P. Manhire, J. Hirtzell, C. Lafferty, W. JaCques, C. Large, J. Hadfield, B. Muffett, R. M. Taylor, R. Halley rand J. Murray. Correspondence was received from Mr A. W. Sandford and Mr W. Smart. The letters were received. From the Gas Company regarding contract for lighting and accepting the terms proposed by the Council. The letter was received. From the Canterbury Rugby Union, taking exception to the charges made by the Council for the use of Sydenham Park for their matches. It was resolved that the Union should be informed that unless'it [ was .prepared to pay a-pro-portion of, the-expenses in with the matcKte, held' in 'the, Park the Council would have/te consider the qriestion, of terminating the agreement, furnished to them by the Town Clerk. The Works Committee, recommended ;that the tender of J. Knight./te' lease, the' Recreation 'Reserve,; Jerrold/Street, for, three years .should be, accepted.. , Also that the .necessary steps should be taken under, the Public Works Act, 1894,-to acquire a strip of land twentyfive links wide-from the' properties of Messrs Tlioroas and Brightling to widein the Waltham Road to seventy-five links, and cut off the sharp angles opposite Austen Street. Tho committee requested authority to dispose of the Council’s interest in- the lease of the -sewage -station site, and suggested that the ttnanfes of Reserve No. 2373- should be urged to push on with- -the work of fencing and planting held over last winter on account of the dry season. Tho report was adopted. •. On the motion of Coqgcillor Muffett, seconded by Councillor Hirtzell, it was resolved that .the Drainage Board should be tasked for a copy of its estimates of receipts and expenditurefor the current year of the sewage and ruml area of Sydenham, showing what, its rates in Sydenham were based upon; also for a return showing'the various sums paid by, the Board for law costs and other expenses in connection with the prosecution of the Council with regard to the sewage station; and how such costs had been allocated to the various sub-districts on-the books of the Board. ST ALBANS. A meeting of the St Albans Borough Council was held last night; present—the Mayor and Councillors Money, Penteney, Glass, Chariewood, Neate, Hill, Davey and Morgan. The Mayor, apologised for his absence at ehe recent special meeting.' An apology was also received from Councillor Keig, who was absent through illness. An application from Mr A. Warren for a license for his ball as a place of entertainment in Church Street was granted. The report brought up by the Finance Committee showed receipts since last meeting £79'l7s 7d, and amounts passed forward for payment £194 4s i Id. The report was adopted. The Works Committee reported that the surveyor who had been asked to look over, the-specification of duties for the supervision of the expenditure of the loan money had stated that he wonld'under-, take that work for £lO 10s. The-Committee did not advise that the offer should he accepted. On the motion of the Chairman, seconded by Councillor Penteney, it was re solved that the Works Committee should be instructed to accept the tender of Messrs Messrs MTntyre and Lewis for the supervision of work and surveying in connection with the proposed loam, provided the Committee was satisfied that tire contract to Da signed by the successful tenderer covered all the work intended to be performed. The re-ports-of the Foreman, Inspector-of Slaughterhouses and Sanitary Committee, which were of a routine nature, were received and adopted. A letter was received from Mr C. Turner, asking what work was necessary to be done in, the formation of a new road through his brother’s- estate. The matter was referred to the Works Committee to report rat next meeting. In reply to a letter from Messrs Matson and Co., offering to make over to the Council half a chain of frontage along the Springfield Estate, it was decided to inform Messrs Matson and Co. that their offer would be considered when the other propertyholders along the road made similar offers. Iff the meantime, the letter was referred to the Works Committee. The printing of debentures and coupons in connection with the loan was left in the hands of the Mayor, and the Chairman of the Finance Committee. After some discussion as to whether the loan expenditure should be carried out by day labour, or by contract, it ,was decided to bold a special.meeting on the evening of Monday,. June 6, to consider loan matters. LINW[OOD. The ordinary monthly meeting of the Linwood Borough Council, was held last evening ; present—the Mayor and Councillors Ayers, Joseph Taylor; Jamieson, Board, Pearce, John Taylor, Cleworth, Marshall and Brunt. A letter was received, calling attention tocows Wandering on the public roads. The Mayor stated that the matter bad been put into the hands of the poundkeeper. A petition was received from several residents, asking that a lamp should be placed in Cashel Street, near Stanmore Road. Theinatter was referred to the Lighting Committee. The. Works Committee’s report stated that the channel in*Matheaon’s and Ferry Roads was finished, but the footways were not yet lowered. The work of laying, pipes and .constructing a footway in OffivieVs Road was: now proceeding. It had been found advis-able-to postpone the work of forming the new piece of footway in Stanmore Road till the spring. The report was adopted. The Bylaw and Lighting Committee’s report stated that the Gas Company had offered to enter into a three years’ contract at £4 per lamp per annjun, or for five years at £3.15s per lamp, and to provide three incandescent burners for six months free of cost. The Committee recommended the Council to enter. into a contract for five years.. It was recommended that new lamps should. . be placed in several streets. The Acetylene Gas Company’s offer to fit up an installation, in the Council office had been accepted, provided they did not interfere with the existing gas pipes. With regard to the speed of trams, the Christchurch Tramway Company had been written to on the matter. j-Uo Committee recommended that a fee of. 10s should be accepted for a license for .public halls. The Committee recommended that the

name of Elizabeth Street, North Opawa, should be changed. The report was adopted. The meeting then terminated.
