“TIMES"-PARNELL COMMISSION.
[BF ELECTRIC TELEGRAPH-COP FRIGHT.] [Special, to Press Association.] [Received August 3, at XO.4S p.m.] LONDON, August 2, In the House of Commons, Mr Labouchere moved that the article in the Times, charging the Parnellites with mendacity, is a breach of privilege. The motion was opposed by Messrs Goscben and Gladstone, and after some discussion was withdrawn. [Received August 4, at 1 a.m.] Mr O’Hea, M.P. for Donegal West, confirms Mr Chamberlain’s version of tbe parleying with Mr Parnell. In the House of Commons, during the discussion on the Commission Bill, Mr Goschen admitted that the Times' comments, charging the Parnellites with mendacity, were culpable, but moved that the House should proceed with the business of the day, which was carried. He moved that the cloture be introduced on the Bill. Mr Gladstone will shortly address a public meeting at Birmingham, and it is considered probable that Sir Vernon Harcourt, Mr J. Morley, Mr H. C. Childers and Mr George Trevelyan will accompany him, and possibly Lord Rosebery and Earl Spencer. August 3. In the House of Commons, Mr Labouchere’s amendment to the Commission Bill, directing that the Commission should first enquire into the authenticity of the letters, was rejected by 78 votes. Mr Healey’s amendment, that the Commission should draw up a separate report respecting each accused, was also negatived by 82 votes. In concluding the debate, Mr Parnell said he approached the enquiry with a rankling sense of injustice, but his Party would emerge triumphant. The Bill was agreed to without a division, and will be reported on Monday. [Received August 4, at 1,45 a m.] August 2. Mr Goschen’s motion for the introduction of the cloture in the Commission Bill, was carried by a majority of 52. ' Mr x Labouchere advised Mr Parnell to repudiate the enquiry, and sue the Times for the charges made against him. The Irish party will withdraw from the Chamber before the motion to report progress is put.
