THE FRENCH NAVY.
PARIS, August 15. In the Chamber of Deputies M. Pelletau, the Radical Socialist member for Bouches du Rhone, declared that the armored cruiser Jeanne d'Arc and the first class cruiser Chateau Renault were disastrous failures. The boiler tubes became red-hot, the machinery melted, and both were disabled.
