Earl Carnarvon has entertained a large party at his seat, High Clare Castle, Newbury, Berkshire, The guests numbered over one hundred prominent colonial visitors, and included Sir Samuel Davenport, of South Australia. The Marquis of Hartiugton has issued an address to the electors of bite Rossendale division of Northeast Lancashire, in which he urges that it is necessary that Parliament -should represent the whole kingdom, and that the power conferred on suborduiate bodies should be delegated, and. not renounced, the right of control being reserved to Parliament. His lofilslrip further contends that such bodies should administer justice by the authority of a responsible parliament.

In the House of Commons to-day, Mr Bryce, Under-Secretary for Foreign Affairs, in replying to a question, stated that M. de BVeyciuet, the French Premier, had renewed the assurance previously given that France would respect the independence of the Hebrides Islands, but that Lord Lyons, British Ambassador, had been instructed to call attention to the fact that the hoisting of the Fiench flag in that group had occasioned great excit?-: raent in the Australian Colonies. MrBryce further stated that the Captain of HALS. Sardine [1 Undine] had been ordered to proceed to the Hebrides to report to Government as to the actual stale of affairs in the group. Sir Robt. G. W. Herbert, Permanent Under-Secretary for the Colonies, has informed Graham Berry, Agent-General for Victoria, that the Hebrides should be evacuated by its troops as soon as the fear of outrages on Fiench subjects had been removed.
