VICTORY IS CERTAIN

ITALIAN GENERAL OPTIMISTIC. OUTBURST AGAINST SANCTIONS. (Press Association. —Copyright.) (Received 11.20 a.m.) Rome, February 17. General Badoglio has started to follow up his reported victory, and has massed troops on the new front line with the object of cutting off supplies for Ras Kassa. A Mongadiasco message says forty thousand natives paraded the streets, shouting "Long live Graziani, the Victorious" when the general arrived at Mangadiasco. Speaking from the Governor's Palace, General Graziani declared: "The victory is> not wholly mine. It also belongs to the soldiers and workmen. We are. constantly beating the enemy in a sportsmanlike fight. "The Colossus with feet of clay erected by the sanctionist Powers is beginning to totter. Through the will and strength of Signor Mussolini we will grip the Colossus by its paralysed leg and pull it down. Victory is certain." concluded General Graziani.
