JAPAN AND BRITAIN. REPLY TO BRITISH NOTE. (Press Association. —Copyright.) (Received 10.10 a.m.) London, September 30. The Times Tokio correspondent says the Admiralty a'nd the Foreign Office are drafting a reply to the British communication described as an inquiry concerning the best way to deal with the naval situation. Naval circles point out that Japan is willing to participate in a London Conference, but adheres to the demand for equality, the principle being sufficient ships for defence but insufficient for attack.
