QUESTION OF RATING.

THE COMMISSION'S REPORT.

The Native Land Commission's report is expected to be in the Government's hands on October 20, a date when members had expected to be concerned in the final rush of business in the hope of completing the order paper at the end of the month. This hope has disappeared, owing to the recognition by the Cabinet of the great concern felt by the Native people regarding the future of Native land settlement. They had previously been made apprehensive over a Government measure introduced last session proposing to give powers to local authorities to enforce the collection of rates from Native properties beneficially occupied by enabling the creditor to secure orders against creamery cheques and other farm receipts. This measure has not bee'n revived, but it is the Government's intention not to conclude the present session until the questions raised in the Royal Commission's report, which may involve legislation, are dealt with by Parliament. There is also the delicate question of the Native Minister's position to be considered, this depending on the nature of the report. Thus developments within the next fortnight will be of great importance.
