VICEROY MAY VISIT ENGLAND. TO DISCUSS CONSTITUTIONAL REFORMS. (Press Association.—Copyright.) (Received 9.16 am.) Delhi, March 21. There is the possibility of the Viceroy of India, Earl Willingdon, aeroplaning to England in May or June for a discussion on the subject of constitutional reforms. Such action, it is believed, will make an immense appeal even to the hostile section of Indian public opinion as indicating the Government's determination not to delay a settlement of the constitutional question.
