Sir Arthur Salter told the London Commercial Club that he does not favour a complete cancellation of the German reparations, but a substantial suspension of payments over a period, and thereafter l'esumed on a much reduced scale compared with the Young Plan payments. If Germany were encouraged to say she would never pay, France would probably retort she would never reduce her armaments, and involve Germany arming in contravention of the Treaty of Versailles. This would be followed by a French occupation of the Ruhr.
