Lord Irwin in a statement regarding the extension of the scope of the Indian Statutory Commission, says that Sir John Simon, chairman, is of the opinion that it is essential that the methods by which future relationship between British India and Sitetes is to be determined, should be • fully examined before the adjustment of the British policy declared in 1917 to provide for the gradual development of self-governing institutions. .With the object of tjbe progressive realisation of responsible government, my instructions from the King) and Emperor is to state that it is His Majesty's pleasure that the plans laid down by Parliament in 1919 be the i means by which British India attain due place among the Dominions. I am authorised on behalf of His Majesty's Government that it is implicity stated in the 1917 declaration that the natiural issue of India's progress as there contemplaed is the attainment of Dominion status. In realisation of this policy it is important that the Indian States should find their place. From every viewpoint, it is desirable to ensure that any -action now taken is not inconsistent with the attainment of.the ultimate purpose which those, whether in British India or States, 'who. look forward to some unity of .all. India, .have in view. The Government considers that both objects-ihamely, finding the best approach to tihe British and the Indian side of the! problem and ensuring in the process a wider question of closer relationship between the two parts. "A greater India would be best achieved by the adoption of Sir John Simon's suggestion. When the Commission and the Indian Central Committee have submitted the report and the Indian Government has considered all the material available, they will invite representatives of all parties to meet the Government and discuss all Indian problems."
