The Sydney Morning Herald, in a leader, says: "New Zealand was the pioneer in industrial arbitration, and the newly-passed Investigation Act shows that she still leads the way. Such legislation as the Act was made necessary by the recent strike, which j had proved a gap to exist in the legal j rampart with which the New Zealanclers have sought to protect themselves again it economic upheavals of this kind. It appa-irs as if the ingenuity of man could device no more compre hensive arbitration system than New Zealand no"' enjoys. The new Act will not abolish strikes, hut it will make them deliberate and make public opinion a factor in their declartion."
