Legislative Council.

Wellington, Last Night. The Council met at 2.30 p.m. The report of the managers, appointed to confer with the committee of the House of Representatives on the Council's amendments to the Dentists Bill, was presented by the Hon. Dr Findlay, and adopted. A message was received from the House of Representatives notifying its acceptance of the amendments in the Rating Amendment Bill introduced by Governor's message. The amendments were agreed to The Governor's amendment to the Slaughtering and Inspection Act were agreed to. A message was received from the House disagreeing with the amendments made by the Council in the Land for Settlement Finance Bill. On the motion of Dr Findlay it was decided that the Council shouli insist on its amendments, and a committee was set up to confer with the committee from the House.

Dr Findlay movftd the second reading of the Public Works Amendment Bill, the provisions of which he briefly explained. The Hon. Jenkinson counselled caution in regard to the State's embarkation in water power schemes. The Hon. Loughnan supported the Bill. The Government had obtained the fullest information on the subject, and he believed that the proposed water power schemes were sound ones. The Bill was read a second time.

The second reading of the Wellington City Milk Supply Bill was moved by the Hon. Jenkinson. He felt sure the provisions of the Bill would commend themselves to the Council. Dr Findlay said the original purpose underlying the Bill Was a good one. A new clause inserted at the end of the Bill, providing that nothing in the Bill shall affect any company or person now carrying on business as milk distributers, had made the Bill useless. He would ask the Hon. Jenkinson to delete the concluding clause, which destroyed the usefulness of the Bill. The Hon. T. Thomson endorsed Dr Findlay's remarks. The Hon. Collins believed the people of Wellington would derive great benefit from the provisions of the Bill, if the concluding clause were deleted. After further discussion the Hon. Jenkinson agreed to delete the final clause of the Bill. The Council then went into committee on the Public Works Amendment Bill, which was reported unamended. On the Wellington Milk Supply Bill being taken an amendment was added giving inspectors power to inspect premises without as well as within. The City of Wellington Harbour Board empowering Bill was passed through Committee, and the following Bills °were read a third time and passed:—The Public Works Amendment. Wellington City Milk Supply, and the Wellington Harbour Board Empowering. The Kaiteke County and Greymouth Harbour Board Loans Consolidation Bill was committed and progress reported. In the evening the following Bills were put through their final stages:— Factories Amendment, Thermal Springs, Industrial and Conciliation Amendment, and Stamp Duties Amendment. The Hon. Dr Findlay moved the second reading of the Tramway Bill. The debate was adjourned and the Council rose.
