BOROUGH COUNCIL.

Monthly Meeting. The usual monthly meeting of Te Kuiti Borough Council was held on Monday, evening at the Council Chambers. Present His Worship the Mayor (Mr James Boddie), and Crs Lusk, Julian, Hardy, King, Young and Stevens. Section 2d, No. 7 Block, Pukenui.— Mr J. F. Lever wrote with reference to the rating of his property, that when he agreed to offer no objection to its inclusion in the Borough he understood the provisional committee were agreeable to recommending that no higher rate should be payabla by him than under the County.

Mr Lever was present, and said he only wished to raise the question of rating. He had no proper accsss to the land. If the legal road were formed it would be of service to a

certain extent. The Mayor said it would have been better if a formal recommendation to the Council had been made by the committee. He was quite sure the Council would give Mr Lever's claim every consideration. Mr Lever would not be affected by the special rate for 12 or 18 months to come, and the ordinary rate remained as it was under the county. He moved that it be left to the legal and finance committee to report at next meeting.--Carried. Domain and Closing of Road.--Cr Lusk said this matter had been before hi 3 committee, and it was not advisable to close the road at present, owing to the question of septic tanks and drainage coming up soon. The Mayor said the committee had come to a sound conclusion. The road would be wanted for driving stock over later on, and ultimately a bridge would be required there.—Cr Lusk said there could be no objection to the Domain Board using the road as it was. —Cr Hardy pointed out the road formed a part of a main County road.—A resolution regretting the request could not be acceeded to was carried unanimously. Access to Section. —Mr E. C. Tassell wrote asking the Council to give him access to his section where he proposed to build his shop. The Mayor and Cr Stevens moved that the matter be left with the works _ committee with power to act.—Carried. Library Site.—The Chamber of Commerce made application for a deputation to be received on this subject.—Cr King, in the absence of the deputation, explained the desire of the library committee that the Council should take over the section.—Cr Lusk said he had mentioned the matter before, and it was agreed the section was a suitable one. If the Council took it over for Council Chambers and made provision that the library should have a room both parties would be satisfied. ■ The Mayor said it would have to be carefully considered, and the suggestion of the Chamber of Commerce might be referred to the lcgui snd finsnce coinmifctee to report. Cr Stevens said Mr Sims had approached him over a week ago.He seconded the motion.--Carried. Loan Voting.- A letter was received from the.Chamber of Commerce enclosing a resolution expressing the opinion that the votes for the loans should be taken separately. The Mayor said the matter was fully considered in the earlier stages, and the conclusion come to that the proper course was being adopted. He moved that the Chamber of Commerce be written to to that effect. -Carried. Railway Bridge to Bowling green. The District Engineer wrote that the cost of the erection of a footbridge outside the present bridge would be £6O and an payment of £3 would be required from the Council for maintenance. Crs Hardy and Stevens moved that the Council could not its way to entertain the proposal.—Carried. Railway Station.- —Mr Hine wrote that the President pf the Maori Land Board had written that the half chain would be handed over as soon as the re-arrangement of the station was carried out. The alterations included bringing the station from the west to the east side, and the goods and cattle sheds from the east to the wegfc side of the line. Sanitary Service. Mr Hoban wrote that he could not carry out bis contract properly, as he was short of pa;is and lids, and a number of householders were without pans at all. —Cr Young said he had seen Mr Hoban, and learned that he was having a large express waggon built to carry his duties more efficiently. _ The matter was left in tbp hands of the sanitary committee with power to act.

Painting Posts.—The Mayor raised I the question of painting the posts j at the corners of streets w-'ith lu- | rninous paint. —Crs Stevens and Lusk i moved that the matter be referred to i the works committee with power co i act. —Carried. j Fire Brigade. -Cr Young reported ! the re-formation of the brigade and : the election of officers pro tern. - -The ! Mayor said it was satisfactory news, j They were in a worse position to-day. so far as there not being a break from one end of the town to the other was concerned,than ever before. He moved the report be received. Cr Stevens seconded. —Carried. I By-laws.--The special order making the by-laws was formally passed, and the by-laws duly signed by the Mayor, Cr Lusk and the Town Clerk.—lmmediately the Minister has given his consent the by-laws come into force.— Crs Stevens and Young moved that the by-laws come into force on Tuesday, November 22nd.- -Carried. The Mayor commented upon the | active erection of buildings going on consequent on the early prospect of by-laws coming into force. —Rates. — The Clerk reported the rates were coming in very well. Jrle still had a | portion of the rates to get out. ! Accounts to ±'67 10s 5d | were passed for payment.

Riding on Footpaths.—The Clerk reported that the Magistrate had convicted the defendant in a recent case brought by the Council, and issued a general warning. He further reported taking possesson of seven bullocks on the Awakino road just as the coaches came galloping up. Rewatu, the owner, followed up and re-took possession, thereby committing a breach of the Impounding Act and the Municioal Corporations Act. Rewatu also' refused to pay the poundage fee. Constable Matthews was standing by, but refused to do anything. —The Mayor said as far a 4 the police were concerned the opinion of the Borough solicitor should be obtained.—lt was moved by Crs King and Young that the matter be referred to the Borough solicitor to deal with. —Carried.

Poll.- —The Mayor said they all recognised the desirability of getting a fairly substantial expression of opinion from the ratepayers. If fifty per cent., or anything like that number polled, they would have reason to be gratified. The Mayor moved that until a Building Inspector was appointed, the Clerk be empowered to act.- -Carried.
