to have slips on Mangaymrare road and culverts put in repair by the available "thirds" on the various sections.--

The question arose whether "thirds" could be spent on sections to giveaccess if sections were not bounded by the road; that is, must "thirds" be spent betveen the present road and boundary of section, but not actually on section.

Hihi Street, Mangaroa Township.— Mr Williams wrote suggesting that Hihi street be formed for dray traffic so as to give access to sale yards site. —Decided that plans of work and an estimate be prepared.

Waikaka Road.—The Resident Engineer wrote, that plans submitted for bridges were not suitable and suggested that fresh proposals should be made..—For the Rima creek and standard bridge of 25ft span was required ; to do this would require i'2Tt> which sum would be recommended.

Mr Hope and Mr Kibblewhite waited on the Council re access to their sections in Mangaroa township. Mr Kibblewhite explained that he bod written to the Commissioner re access and had been referred to the Council for assistance. He and others had built on their section and considered that in justice they were entitled to have some sort of a road to get their stores to their homes. Mr Hope pointed out that this road gave access to the hall and saleyards which would

be a great public conveneince.—The chairman replied that the Council had now decided to proceed with the work and the engineer had been instructed to prepare plans as soon a3 possible. Ohura River Bridge.—Plans have been passed and contract is to be called for the work. Ohura Road.—Specifications and estimate for 37 chains burnt papa metalling at Niho Niho were approved and contract will be offered. Tokirima Road to Wanganui River Road. Plans and specifications for 43 chains widening on this road have been approved. Harvey Road Tunnel.—The engineer submitted the following proposal: My proposal submitted to you on the 21st was to strip the earth from the top of the tunnel for half a chain on each side of the centre line of the tunnel; the Council's intention is to make an open cut in place of the present tunnel, the batters in this open cut will be the same as the present approaches to the tunnel, rather less than } to 1; the object in stripping the earth from the top first is to relieve the present fractured tunnel, also to show the exact amount of papa that is to be removed; the amount of papa that will needto be removed to make an open cut as indicated above is very small, and in my opinion would not be very suitable material for burning as it is full of fractures and has been exposed to the air so that at present it is inclined to crumble to small pieces such as would not be suitable for burning; again in

following the idea of making an open cut with temporary batters this will give the settlers an cutlet at once, also that they may get their wool out at a reasonable cost, while at tfie same time what work is clone will not be lost but can be made part of a scheme to cut the batters back to * in 1 at i least; also widening the road out to !12 feet or 14 feet.—ln reply the Resi- '■ dent Engineer stated that the Depart- ; ment will undertake the work. A i commencement in being made immedi- ' ately. Dog Tax.—-Tenders to be called for ; collars.
