THREE ARRESTS

FOREIGNERS IN FORMOSA

SHANGHAI, May 6,

Advice received in Shanghai states that the Formosan police have arrested two Americans, Messrs Gate and Wrede, and one German, Herr Roubin, in charges of entering a fortified zone without authority. , -

The three men left Shanghai recently in a small sailing boat for a long' cruise. They proposed to touch at the Philippines, New' Guinea, and possibly Australia, and eventually to proceed to Cocos Island, in the Indian Ocean, where "they intended to salvage . the alleged gold cargo of the sunken German raider Emden, also from a Spanish galleon said to have been sunk in the same locality. The Formosan authorities, however, claim that the Americans are really naval officers, and that they were caught photographing a fortified zone.
