General Smuts, in opening the National Provincfal South African Party Congress at Maxitzburg, said 1© could not see how the Nationalist and Labour combination, two most opposite elements in public life, could -ever \vcrk together, forming a concrete party. They were not agreed on one single principle in politics, and their one desire was to get rid of the Government and se:ze the spoils of victory.
