MELBOURNE, Aug. 8

The Hon. Mr Millen has received a letter from the president of the Seamen's Federation stating that a settlement can be arranged >f four of the cardinal points of the claims are conceded, Walsh released, and a conference summoned immediately to consider the other claims. The letter concluded that any alternative Government proposals would be considered.

Mr Millen has replied that as it is clear that the seamen have rejected the terms approved by the mtei-Stnte Conference the Government will not submit any alternative proposals.
