PETROGRAD'S DWINDLING POPULATION.
(Received Aug. 5, 8.50 a.m.) WASHINGTON, July 31. The State Department announces that it has received information that Petrograd's population, which was 2.318,645 before the war, is now 800,000, and is rapidly dwindling as the result of disease, deportations, and Bolshevik executions. j
