Mr John Stead (Invercarthat rating on unimproved value had had the opposite effect in their towns. Mr Fowlds said: "You will make yourselves ridiculous as a town-plan-ning conference if you don't affirm the principle that the cost should be paid out of the increased values of the land " However, the clause was deleted.
