It was recommended by the committee at the Town Planning Conference that clause 24, subjection 2 (d) of the Town Planning Bill be a/mended to provide for the assessment of all rates required _ for the payment of interest and sinking fund on the cost of townplanning schemes on the uimproved value of the land. During discussion of this Hon. G. W. Russell remarked that the system of rating on unimproved value had done more to destroy the beauty of our cities than anything else had. It had compelled everyone who could doso to build on his land, and I through it some beauty spate had'been | done away with. Also, it let the rich ratepayer off at the expense of the poor one. Mr John Stead (Invercarthat rating on unimproved value had had the opposite effect in their towns. Mr Fowlds said: "You will make yourselves ridiculous as a town-plan-ning conference if you don't affirm the principle that the cost should be paid out of the increased values of the land " However, the clause was deleted.
