(Received May 23, 9.10 a.m.) ROTERDAM, May "20. Herr Efoert (German President), in an interview, said that Germany would 0 rather suffer foreign occupation than sign the treaty. She would not offer armed resistance at present, owing to the smallness of the army, but would rely on paissive resistance.
