The New York Times' Hague corres-j pondent has received word from Berlin that the Kaiser has arranged to hold a ■ Crown Council, which always precedes a decision on momentous issues. The plain statements in the German papers give evidence of the extreme gravity of the situation. The Weser Zeitung remarks that j though the Chancellor's .existence is at I stake, far graver issues are raised. The Press Bureau urges the people to remain calm. BERNE, July 10. The crisis is due to the Allies' growing military strength, the Russian offensive, the bad harvest, and the American intervention. AMSTERDAM, July 9. The Kaiser had a ninety minutes' interview with Herr Hollweg, who described the political situation. The Berliner Tageblatt says the possibility of a coalition Ministry is increasing rapidly, but it is uncertain whether Herr Hollweg will lead such Ministry or resign. Herr Erzberger demanded the immediate resignation of Admiral yon Capelle, Herr yon Zimmerman, and Dr. Helfferich. He insisted that the submarine campaign had failed. There was great excitement in the lobbies of the Reichstag, there being many party meetings. All responsible politicians point out that the current of political events is of the greatest importance to the German people's future.

COPENHAGEN, July 10. The Socialist, Progressive Centre, and National Liberal Leaders adopted Herr Erzbefger's peace formula, submitting the following resolution to the Reichstag : ' 'Germany is determined to hold out ito the very end to prevent any spoliation of its territory or any humiliation, but does not contemplate any annexations or the humiliation of its enemies. It desires only a peace securing Germany's safety and economical development." The meeting also insisted upon the immediate introduction of a parliamentary system.
