JOHANNESBURG, Jan. 28. General Emuts, revie ving the civilian defence force and two thousand special constables, said July ought to have T)een a severe lesson as to what anarchy meant. Citizens were determined there .should be no repetition of lawlessness, and the result had been perfect order without- the shedding of a drop of blood.
