LONDON, Nov. 16. .Sir Robert Baden-Povvjll, i:i a letter to the press, says that the Boy Scouts movement is unable to conscientiously participate in Sir R. Lucas-Tooth's fund, as it is not thought desirable to inculcate ideas of soldiering beyond selfdefence into boys before they are able to see things in their proper proportions. Cadet equipment is tco expensive for the poorest, to whom the scout movement specially devotes attention. Drill tends to destroy boys' individuality and make them part of a machine and dependent upon others.
