Mr Park, London emigration officer, gave evidence at the Dominions Commission that there were 126 licensed passage brokers in the south of England with five thousand agents, and they practically monopolised the sale of steerage tickets. Most agents knew little about the Dominions, and while the authorities prevented fraud they did nothing to prevent the distribution of highly colored descriptions.
