What guarantee ? an,yc«give that this promise will be faithfully kept? Could we refer to our past acts as testifying to our probity?; buppose some one asked: Is it a fact that you let for one pound sterling per year property- belongings to. the ratepayers, the letting value of which is at least £45 per year? I fear, after our explanation in this connection, they w?!g not say, "Well done, good and ■W?K U! servantsj because you have been; iaithtul over a few things, we will place lV^r^n^ftWß**?- **t proposed that the Wharf,Gbmpanyshould get debentures bearing interest for five year* at SJ.per cent,. oil the value -of their* .which for nineteen years had not returned them one cent > it cannot: be said that I wanted to *dt unjustly to the shareholders in the Wharf Company while frying -to get" a squaredeal for the Harbor Board -■'•■■
