NEW AMERICAN LAW.

CHICAGO, July 27.

A bill that has just been passed by the Senate imposes drastic restrictions upon future candidates for both Houses of the National Legislature.

Under this new measure candidates are required' to publish all promises made to secure their return.

In the matter of expenses it was proposed at first that the ' expenditure which'a candidate would be permitted to incur in contesting a seat should not exceed 10 cents per head of the population of his constituency.

It Avas promptly pointed out that under such a regulation a New 'York candidate could spend as much as

£40,000 in an effort to secure his election.

The bill was accordingly amended so as to make the maximum expenses '£1000 for candidates for the Senate, and £300 for those contesting seats in. the House of Representatives,
