RACE CONGRESS.
(Received July 31, 9.15 a.m.) LONDON, July 30. The Universal Race Congress discussed the extension of the Hague Tribunal. , Professor Walker Law, lecturer at Cambridge University, said the tribunal could be a parliament for all mankind if the countries so willed.
