A CHARACTERISTIC MESSAGE.

The seventieth, anniversary of Mr Chamberlain's birthday is to be celebrated at Birmingham to-day. 0
The celebrations will be of a non-political character. To commemorate his municipal services, a luncheon and reception will be held in Guild Hall. The function includes a procession of a hundoned motor cars, which will convey Mr Chamberlain and 1 the chief residents of Birmingham through sis- public parks, where children are to be assembled.'
On Monday the function will be of a political character, including a speech in the Bingiey Hall, and a torchlight procession.
Mr Chamberlain sends a message to the Empire through the newspapers as follows : "Treat foreigners as they treat us. Treat your kinsmen better than you treat foreigners, and fiscal reform is and must remain the firstf constructive work of the Unionist party."
