(Received July 1, 0.7 a.m.) ST. PETERSBURG, June 30. Tho volunteer cruiser Saratoff was burned at Odessa. The Czar addressed to the Senate, the following ukase: — ''In order to guarantee publid safety and terminate the disorders at Odessa and the neighboring localities, we have found it necessary to declare a state of war in the Odessa district. We invest the commander of the troops with the rights of military authority and special rights of civil administration." (Received July 1, 8.50 a.m.) ST. PETERSBURG, June 30. An explosion in a gas colliery at Makiyotfa, Ekaterinoslav, killed 460 persons. There are appalling scenes at Odessa, where machine guna were freely "ttsed i» the streets. Thousands of incendiaries are busy with low torches, petroleum, benzine, and bombs, trying to fire public and_ private buildings. The conflagration extended a mile. Two regiments reinforced the- garrison. .Nine ships were burnt, none British. The Socialists chiselled a hole in the wall of the warder's quarters at Odessa penitentiary and inserted three powerful fuse bombs, with the object of releasing 2000 prisoners. The bombs were discovered just in time to avert disaster.
