On the motion for the third reading of iho Local Bodies Loans Act Amendment Jill Mr Massoy expressed regret that the' Government had introduced .the bill, which was a distinct departure from the spirit md intention of the original Act, and from ho intention of Mr Seddon's predecessors, Sir Julius Vogel and Mr Ballance. After a short discussion, Mr Seddon ad•niited the money granted under the Act iacl been carefully Used by local bodies. Ke would prefer it if a scheme could be Revised under which all money could be xllocated by a direct means to local bodies, md the quesSion of roads and bridges renoved from the control of Parliament. l The bill p&ssed its final stages. » The Queen's Scholarships Bill' was read i third time and passed."
