FRENCH MINISTER SAYS MEDIATION MEANS WAR.
Paris, January 21. In the Chamber of Deputies, M. Delcasse, Minister for Foreign Affairs, said it was impossible to mediate in South Africa. An attempt to enforce mediation meant inevitable war. Received January 22, 9.43 a.m.
Sydnky, January 22. The work of enrolling the State's quota to the Federal Contingent has been very slow. About two thousand have volunteered. Much care has been taken in the selection, which is almost completed. Received January 22, 9.43 a.m.

Both morning papers endorse the suggestion regarding the sending of a further contingent. To accept the call for more troops is an indication of a determined effort to finish the war before the Coronation.
