BOROUGH COUNCIL.

The monthly meeting of the council was held on Wednesday. Present —His Worship the Mayor, Councillors. Bayley, Haugbey, Sutton, Caplen, Whittington, Winkd, Wilson, Hood. , . ; COREESPONDENCE. From J. K. Ferguson, asking permission to transfer section 4, block 19, to B. Tait. — Granted. - «> Thomas Drake, asking leave to sub-let lease. —Granted. ; F. C. Faber, re ground on his lease of recteation reserve being taken, np by out branches of treeß, and stating that fence was damaged, asking for rebate of.rent. He thought the County Counoil should also be asked to contribute to the support of tbe reading-room.—-Seconded* by Or. Whittington.—Cr. Caplen said be considered the library should be self\ supporting. The committee bad made no move to make themselves so. -j Other deserving institutions were not assisted by the oounoil. —Cr. Winks agreed .with, Cr. Capleo. He moved that, the grant .this year be-315- Seconded by Cr. Caplen.— The Mayor pointed out that this grant was all spent on the reading-room, and none on the library. —The amendment was lost on division, Ayes; Cra, Witeoni Satton, Caplen, Winks.' Wilson moved a further amendment, That the matter be left till next meeting, so that accounts ot receipts and expenditure might be produced. — Seconded by Cr. Caplen.-Cr. Bayley asked ho w the library was to be made self-support-ing ? Cr. Winks said a tea-fete could be got up. —Or. NIGHTSOIL. Tbe Mayor said he found it necessary, to move, That the rate for. removing nightsoil be increased from 9d to Is per pan. Tbe council were at present ilosing about -247 a year., He thought, the extra 3d would not be felt by ratepayers and others. He read figures showing how the loss was made oct. ; • Councillor Hood seconded. Councillor Caplen supported the motion, but said Hawera badly wanted water and drainage. When Dr. Maogregox was here he said that, unless water and drainage were obtained, there would soon be an epidemic of typhoid fever in the borough. Councillor Bayley agreed with last speaker, and said that only when there was an outbreak of typhoid would burgesses wake up to the need of a water 1 and drainage sobeme. Counoillor Satton suggested that it would be better to alter tbe by-lawa so as to extend tbe area of tbe nightsoil district, and then 9d would be sufficient. Counoillor Haughey moved, That no alteration in price be made at present, but that alterations in by-laws be made as suggested. , i Seoonded by Cr. Winks. The amendment' was carried. THE MITCHELL WARD. It was decided that tbe secondary steps be taken to release the Mitchell bequest, so tbat it could be expended on hospital. DEPUTATION. Councillor Hood introduced a deputation consisting of Messrs Flynn, Coffey, and G. E. Wilson. Mr Flynn (who acted as spokesman) said tbe reason for the deputation waiting on the counnil was to oomplam of the nuieanoe caused by the Salvation Band playing^ the streets. The band was an occasion of danger:to drivers, or to anyone driving past.
