Casimir-Perier, the new President, in a message to tbe Chamber of Deputies, declares that be will not permit the rights of the Constitution conferred on tbe President to be disregarded, and be has promised to retire in September. In the Chamber, tbe Socialists furiously attacked tbe revival of personal Government, and urged that a committee should be appointed to reply. Uproar resulted , and tbe previous qaestion having been put was carried by an eoormous majority. Owing to mourning for the late President, the National fete will not be celebrated, and tbe money is to be devoted for tbe relief of tbe poor. Madame Oarnot has declined to acoept a pension. Nearly two million people witnessed tbe funeral procession of the late President Carnot, whiob was an hour and a quarter in passing tbe Rue Rivoli. Figaro says tbe entire nation will be touched at the gracefal and generous action of the Kaiser in releasing the two French officers.
