BETTERMENTS BILL (Mr Seddon).
The Betterments Bill requires that all lands traversed by railways constructed in future at tbe public expense are to bear a share of the cost of construction. The amount of taxation is likely to be the same as in last year's bill: one-half the amount by which lands have been augmented in value in consequence of tbe construction of railways.* "Augmented value " is tbe difference between the value on assessment roll in force at the Fast period prior to advertising for tenders for the construction of the railway and the value on tbe assessment roll in force after tbe opening of the railway.
