BERLIN, February 28. Replying to a question in the Reichstag as to whether Germany would be prepared to join England and America in referring special disputes to arbitration, Count Yon Oaprivi said the Government would be willing to do so, except in regard to Alsace, which Germany would shed her last drop of blood to keep.
