In all cases when penalties have to be carried for winning, it shall be tbe duty of tbe owner, trainer or jockey, to notify the same .to the Secretary ou tbe night of Taeaday, tbe 17th January, before nine o'clock, at Wilßon'B Stratford Hotel.
