SIR H. LOCH.

(PER PRESS ASSOCIATION.) LONDON, November 3. The Chamber of Commerce entertained Sir H. Loch, Governor of Capetown, at a benquet. Tbe Marquis of Ripon and the Agent-General of the colony were present. Sir J. Lubbock presided, and in proposing tbe toast of tbe evening referred to Sir Henry as one of the greatest Governors the Empire possessed. His Excellency, in responding, hoped that the great colonies would Boon be united in a federal union for ever with the Mother Country. He believed that in a few years the value of the output of gold in Johannesburg would amount to nine millions sterling per year, thereby assisting to solve tbe silver ques- ' tion. Tbe Marquis of Ripon said it had .ever been his deßire to foster the commer* cial interests of the colonies.
