London, December 13. The latest news from the Cape of Good Hope states that tbe Boers are threatening a rebellion, but that the same is not expected, to take place. At a meeting of the Cabinet Council today, Mr. W. E. Forster, Chief Secretary for Ireland, insisted on coercion being enforced in that country, and aa immediate meeting of Parliament is therefore considered possible. New Zealand 5 per cent.
