THE JAPANESE PROPOSALS.
REVISION OF NAVAL AND AIR FORCES. PROVISION AGAINST TREATYBREAKING. (Received This Day, 8.30 a.m.) LONDON, Feb. 23. The British United Press Geneva correspondent says that the Japan disarmament proposals, which are expected to be announced to-day, include a reduction, in the tonnage of capital ships,, the limitation of air forces in a manner rectifying existing inequalities, the prohibition of aerial bombing of totvns, and provision of assurances against the possible danger of countries violating the disarmament treaty.
HIGH COMMISSIONERS RETURN TO LONDON.
RESUMPTION PROBABLE IN MAY.

Sir Thomas Wilford and Sir Granville Ryrie, the New Zealand and Australian delegates, have returned to Rondon, with no definite plans for resuming participation in the Disarmagnent Conference, at which Messrs Rnowles and Duffy respectively are remaining as observers. The general opinion is that serious .work lias been deferred till May.
