AN UNFINISHED ENGAGEMENT. Received Saturday, 1.30 a.m. SHANGHAI, Nov. 33. Reports have been received that Chinese and Japanese clashed at Tsitsihar following a Japanese ultimatum to >tho Kcilungkiang Governor to quit the city. The engagement lasted for three hours and is believed to have been unfinished, as the Chinese general was despatching a strong force of crack cavalry to attack the Japanese flank. Japanese residents in Manchuli, on the Manchurian-Siberian border, view with increasing gravity’ the situation and are leaving the citjr.
